FALSE. An amendment to the Constitution may be proposed by the Congress upon a vote of three-fourths of all its members. The vote of three-fourths of all the members of the Congress does not automatically validate the amendment. Ratification by the people is still necessary.

b.

TRUE. This is required under the administrative code. This is also a requirement under the Constitution for some public officers like the President, Vice-President and members of the armed forces.
